And that’s mainly because that’s- well, Steve doesn’t know what to say, doesn’t know if he should say anything at all because clearly Billy’s not asking Steve to talk him out of his decision. He’s telling Steve exactly what he’s doing with himself, and either Steve can support that or he can’t, and that’s just so damn upsetting.
Upsetting because Steve knows there’s something here between them, feels it every time Billy looks at him with a grin, when he’s mocking Steve or gone absolutely quiet like he can’t believe he’s real. It’s shown in the late nights they’ve had in Steve’s bed, finding comfort in one another through more than just sex, Billy steadily talking to Steve despite the shadows of his past convincing him that everything is better under lock and key.
It’s in the way Billy kisses Steve like he might disappear and in the way his anger buzzes but never comes in contact with Steve’s skin. Together, they’ve built something of their own, and it’s not even Billy’s fault that he can’t keep it.
