Did New Jersey gun laws kill Carol Bowne?
Carol Bowne applied for a gun permit on April 21, 2015 at Berlin Township. According to New Jersey law, the receiving law enforcement agency is supposed to rule on those permits within 30 days. But as of the end of May, she still had not received her permit. On June 3, her ex-boyfriend stabbed her to death in her driveway.

Two days before her death on June 3, Carol went to the police department to check on the status of her permit. It still had not been approved.
She was so afraid of Michael Eitel, 45, that she installed security cameras all around her home. It was on the surveillance footage that police watched Eitel murder his former girlfriend in her driveway.
Eitel fled the scene of the stabbing and was found on Saturday, dead of a self-inflicted gunshot. He was an ex-con who had previously done time for kidnapping. According to reports, he had repeatedly threatened Carol.
The tragedy
The sad fact is that even if Ms. Bowne had been able to obtain her license, NJ laws do not allow gun owners to take their weapons outside of their home. Carol was murdered in her driveway- outside of her house.
New Jersey requires that guns be carried unloaded and contained in a closed and fastened case, gun box or securely tied package or locked in the trunk. The state imposes severe restrictions on how and where weapons can be transported, none of which would have helped Carol Bowne say alive.
Carol had a restraining order against him. Paper is very thin when criminals with deadly intent are involved.
Will the NJ laws change?
Minor infractions of New Jersey gun laws by law abiding citizens can cause destruction of people’s reputations and lives. Witness the case of Steffon Josey-Davis, a legal gun owner who mistakenly left his weapon in his glove box and forgot about it. He could have faced up to 10 years for violating New Jersey statutes, but he plead guilty to a weapons possession charge and received one year of probation. His dream of becoming a law enforcement officer was destroyed because of the guilty plea.
Governor Christie issued a pardon for Mr. Josey-Davis on June 8. He also pardoned a Philadelphia woman for a similar offense back in April, and commuted the sentence of a man in 2010 who was carrying guns legally obtained in Colorado.
Legislators are attempting to push through a bill that fast-tracks the gun permits. But the “draconian” gun laws of the state of New Jersey all need to be changed to save lives. It just too bad that Ms. Bowne will never see that day.
