The whole play revolves around Hamlet's desire to kill his Uncle (and stepfather) Claudius, and in the process his love, Ophelia, commits suicide by drowning herself as an unforeseen consequence. So the sword cutting through the letter C is to represent Hamlet's main goal and the lily pads represent Ophelia's death by drowning.
