the toa mahri minifigures are so funny to me because it's probably the most obvious spot where the budget of that year was showing. and the more you look the more you notice
like the fact that
1. they only had three head moulds
2. Nuparu's mask was one of them. it was not given to nuparu
3. who is that orange man
4. Carapar did not get a minifigure, so the only solution to have a full set is to make that seventh toa mahri the carapar figure
