Percy is far more gregarious and has a tendency to just talk and talk and say exactly what’s on his mind, so in that sense, he would probably be the person who SAID something about his feelings first.

But Frank and Percy both have an intrinsic connection to one another. They’re both lonely and have trouble cultivating connections with other people--Frank, because he’s a quiet wallflower and never knows quite what to say to anyone, and Percy because he latches on to people like a leech and overwhelms them. So I think their feelings develop in tandem with one another the more time they spend together.
