The class that gets it is a hybrid, tomes and lances. Both Spellcaster and Lancer can promote into it. But even then, yeah, the whole reason you’re using a hybrid unit in the first place is so you can switch attack type on the fly to target the enemy’s weakest defense stat, which is a situation where Breaking Sky will always be less useful (well, not always. Adventurers favor strength/resistance, but they’re made of paper anyway. You probably do not need Breaking Sky to kill a unit that most likely can’t even counter).
Only one character who can naturally access Basara even has the growths that favor being a hybrid unit, at least as far as I can think of. Nishiki, Kinu, and Oboro all have pathetic magic growth, so if you put them in Basara you’ll only be using lances anyway, and vice versa for Orochi.
So it’s a counterintuitive/situational skill, but everyone sees the proc rate and goes AWAKENING/10 and slaps it on everyone.
