[Liverpool] what were the architects thinking when they decided to put a bland modernist box on top of this beautiful facade?

It's blue facade definitely stands out among other brown buildings nearby, its uniqueness is only next to the Mackintosh Building which was damaged under fire. It is still a functional dental hospital till today.
