Yeah, this scene is meant to parallel Shouto in the obstacle course with the massive display of skill and power that also comes across as over the top and slightly condescending.
Except, it's bigger in scale. These are all hero students. A lot of the characters Shouto took out of the running in the sports festival were from non-hero courses. And like the recommended student entrance exam (and unlike obstacle course Shouto), Inasa came out on top again.
The introduction of Inasa leaves an impact - he's introduced as this massive force of nature, but honestly Horikoshi does almost nothing with his character. A lot has been said of how Horikoshi introduces strong female characters and then throws them to the side (Lady Nagant and Star and Stripe). And while it definitely happens to the women more, the one that arguably starts this trend of introducing juggernaut characters and then almost immediately shelving them is Inasa.
This is the difference one year of training makes. A gap that cannot be bridged by experience alone!
