Rewatching MHA and I just realized that Izuku actually comes up with Air Force during the USJ arc in episode 10. He flicks his fingers to create an impact in the water to allow him, Tsu, and Mineta to escape. He’s always had the ideas inside of him, it just took a while for him to realize them!
