It says you have to go to the reward shop in the Ark after completing the tutorial I have the items not the game

If you mean the Rewards Barter Shop, I've checked it a million times, but you access that from the main menu.  If it's some place in the Ark, I'm not finding it.  Hope only gives you Recovery Items.
