I expected this from US healthcare - but Canada? Boo.
I expect it's the conservative powers in Canadian federal government trying to shove in US-style blocks to benefits (where we 'save money' and are 'fiscally responsible' by spending more person-hours denying people healthcare than the care would've cost in the first place. See also: Drug testing welfare recipients), plus the US doctor wanting any chance to bill (hence the office visit).
