(The Super Sentai Buckle gives him Souji’s skills in double sword fighting because Green + Kyoryuger song, to me the super sentai buckle doesn't give the powers of the sentai depicted on the buckle but it depends on which sentai team was nearest to the user of the buckle)

Candelila always had that power, if I'm not mistaken. It's part of her whole bringing happiness shtick.
As for what clothes she'll give the Kingohgers... hmm... honestly I think she'd give the King ohgers something more stereotypically "royal" for their world. Not court dress, but something like the robes/mantles from the chivalric orders in the United Kingdom, except they have the logo of the Ohsama Sentai and/or their respective nation's crest where the badge/crest of the chivalric order would be. Underneath they're just wearing something more similar to Gira's uniform but stylized for their individual taste.
Yeah, "Earth's True Melody" could also sustain the Golden Hoonmoon.
