He wasn't born to babysit.
Special Agent William Fowler, unlike Jack and the others of Unit:E, was assigned to the Cybertronians personally six years ago. The beings had made contact with American forces and Fowler was chosen to watch them.
Fowler is a former Army Ranger and a highly skilled soldier. Unfortunately, age slowed the man down. Exactly the reason he ended up as the head, and only member at the time, of Unit:E.
Like the rest of the humans associated with the Autobots, Fowler has helped on several occasions, such as helping kill the Decepticon Skyquake. However, most of his assists have lead him into serious injury but he has always recovered.
After the death of Megatron, Fowler inducted the children as well as Ratchet into Unit:E as well. Over the past six years, Fowler has stepped down from his head position in Unit:E which has since been passed on to Jack Darby.
Fowler currently is planning on running for office, which would in turn create large oppurtunities for both Unit:E and the Autobots on Earth.
