So I’m in middle of rewatching CA:TWS (again) and for the first two thirds of the movie I was confused by the Winter Soldier, the Ghost Story, was strutting around blowing up cars and destroying freeways and, later on, exploding aircrafts and ripping pilots out of their seats? Not very ghost-like.

I always thought this line in Pierce’s rousing speech in the vault scene was meant to be figurative. As this post has solidly convinced me, all Bucky ever wanted to do - all he continues to ever want to do - is help.
I never considered that the reason the Asset got so sloppy (comparatively) in the hours and days leading up to the Insight launch was because Hydra was ready to decommission him in favor of Project Insight. No need to keep the Asset a secret if he was anyways about to go out of service.
