1. Preheat oven to 350 degrees F (175 degrees C). Grease a loaf pan with cooking spray.
2. In a large bowl, mix together ground beef, onion, green bell pepper, garlic, egg, bread crumbs, Worcestershire sauce, salt, and black pepper.
3. In a small bowl, whisk together ketchup, mustard, and milk. Reserve 1/4 cup of the mixture for later.
4. Mix the remaining ketchup mixture into the meatloaf.
5. Mix in royal osetra caviar.
6. Pack meatloaf mixture into the prepared loaf pan. Spread the reserved ketchup mixture over the top of the meatloaf.
7. Bake for 1 hour and 15 minutes in the preheated oven, or until a meat thermometer inserted into the center reads 160 degrees F (70 degrees C). Let meatloaf cool for 10 minutes before slicing. Enjoy!
