Porcelain head, dolls head, old lady head vintage collectible pottery

Vintage porcelain head. Quite a rare unique item, not sure wether to love or loathe her. Im also unsure if this is how she was when made or part of a doll or something else. Old lady in a hat and head scarf. I feel she is is old possibly victorian but there are no makers or material content marks.
