Much muttering, cursing, googling, and trial-and-error later - the modified robe is actually showing up in-game!
Still needs some work, like editing the specular textures so they're not changing the colours the way they currently are; they're greatly darkening some parts of the robe that in the diffuse texture are a same or lighter grey that the yoke-and-upper-sleeves parts, for example. But at least I've finally passed the biggest bump in the road, in actually getting the toolset to recognize the recoloured mesh as an item variation.
With luck I'll have this finished by tomorrow.

Finally figured out part of why my attempts to tint the chantry robes weren't working yesterday; separate texture sets for the male and female robes, and I was only playing around with modifying the female one. Weirdly, the textures I have extracted from the actual game files are still not showing any tint map on the robes, but when I attempt in-game tinting of the Chantry robe from Leliana (yay UDK), they do have a tint map. I'm starting to wonder if one of the mods I have added tint maps for them already (the UDK utself?), and maybe that's part of the problem. Or perhaps Leliana's robe is based on a different iteration of the model with its own textures and tint map.
Still thinking that in the end it might be easier to just do a recoloured diffuse texture for the robes rather than tinting them, as the layout of where I want to colour them in charcoal grey, red and orange doesn't always match with their current areas of related shades. I'm poking around on the BSN etc. to try and figure out if that can be done in a way that results in a workable mod I can actually distribute to others. If I just wanted it to be something for the player to have and wear, it would apparently be no problem, but I want the existing tranquil robe item definition to point to the colour-modded robe instead, and I'm not at all sure that I can figure that part out.
This may end up having to wait until I can brain properly after Christmas.
