it's really just memorization but when I first learned japanese, for both hiragana and katakana we went one column at a time starting with the rightmost side. So basically all the singular vowels a-o, then ka-ko, sa-so, etc. first familiarization with roomaji so you know the breakdown of words. then learn hiragana and assign the characters to those syllables/words. katakana only after you've got hiragana down (it can be confusing to learn both at once), and then kanji if you're up for it. the main thing is to just rep rep rep, practice writing a lot and it'll stick in no time. and once you move on to another column, it helps to keep writing out all the past ones too like you're filling in the whole chart. when we had timed chart quizzes, it helped me a lot to write out the headers and then work down the columns since it's essentially a matrix of [starting consonant x vowel = syllable]. also little flashcards of each character might help.
