I haven't read it yet so excuse me for judging but based on your description for the whispers fic it looks like you're trying to paint Evelyn as a villain so Philip can look better or to justify his petty and childish hate and behavior. If so, which might not be the case, this is why the fandom doesn't like or feel comfortable with Belos stans and fans they're always taking his side on stuff and purposely make other characters look bad or do things in their art or stories that they would never do in canon because of their bias for the finale.

I am writing a fic that has a different plot than the main series. It has always bothered me that Caleb just ran away and abandoned his preteen brother in Gravesfield without any explanation or assurances of his safety. Additionally, the logic of Beastkeeping magic has always bugged me due to the technicality that humans, witches, and demons are animals. This would make it potentially possible for them (humans, witches, and demons) to be controlled and used in a similar way that Adegast and Collector do. That was never really addressed, and I want to acknowledge it in my fic.
This is an AU fanfic in which Evelyn is using magic to force Caleb to be in a relationship with her, because he refused to abandon Philip. This is not a fic that says that Philip was justified in his genocide attempt, because he was absolutely not. I am doing this to create a story where Philip eventually learns the errors of his initial conclusions about the Isles and to accept the beauty of them. Basically, it’s a different version of events where Philip redeems himself and escapes his indoctrination.
Besides, I’ve seen all sorts of AUs in my time (including one where Caleb goes back to being a witch hunter after Evelyn gets murdered [not my favorite fic, but an interesting premise]). There aren’t any fics or stories where Evelyn is anything other than good despite the fact that we know basically nothing about her. What’s wrong with toying with the possibility?
