Do you know how likely it is for someone whose parents just died to end up in the care of their adult half-brother who didn't know they existed beforehand? Also, what reason would there be for it to end up taking a month or so to place a child whose parent just died?
It is possible if they are the closest relative to the child.
As for why it would take so long, well they could have had a hard time getting in contact with the half-brother.
