I'm gonna try and post things either every Thursday or every Friday while I get my other blog set up. It'll be a while before that tho, so don't worry. I'll also keep this posting once every 1-2 weeks after the other blog is set up.

Can you exit the TV World freely?
I'm fine staying there in my base. Besides, even if I could leave, I'm sure the my other self and her friends wouldn't be too happy.
Do you abide by the rules of Celestia's and Luna's shadows then? ...Wait, isn't Luna's Shadow Nightmare Moon?
A few things wrong with your theory, allow me to start with the TV world.
The TV world is limited to Inaba only. You wouldn't think it, but if it wasn't, you'd see people who weren't even in Japan on the Midnight Channel, such as Miley Cyrus(especially Miley Cyrus) or Obama or something you see on TV a lot of the time. That also includes where the fog sets, even in December. You wouldn't think it, but the end of the world was actually the end of Inaba and then spreading to the rest of the world, causing its inevitable death and rebirth to become the Shadow World. The Equestrian Princesses are not in Inaba, so of course they wouldn't be ruling the TV world.
Next, the psyche. This is where everyone is connected, even your long lost pony pal you haven't seen since you were a small horse. Everyone is their own individual there, no one rules over the other. This is where everyone's shadows are, even though they haven't taken form. Shadows are just a part of you that are hidden away, they have no real form unless they come into the TV world and start thinking too much.
Lastly, Shadows. The common shadows you fight are just thoughts by everyone in Inaba, while Shadows like me are more personal thoughts, which is why we have more freewill than the others(though, we're still a bit unpredictable). These Shadows tend to be something completely unexpected from what you think the pony is. Such as you'd never guess that Naoto would be such a crybaby psychopath like me, now would you? Chances are, Celestia wouldn't even want to rule over us.
So yes, theoretically, Nightmare Moon could be Luna's Shadow. However, she does not take form in the TV world, so there it no way she could rule over us. If it is her Shadow, then the situation's a lot like Namatame's and Adachi's Shadows, where their Shadows took over them instead of taking a different form.
