Background
As you can tell, Ciyan is not a very normal ruler.
In fact, he isn't really a ruler at all.
It's unknown when he started building a city in the badlands or just when he came into power, but no one appointed him. In other words, no one 'Died and made him king.'
There are many things we don't know about him. Such as his race, for one example. Some suspect he was once a powerful mage who's skin turned grey due to his 'soul rotting,' and others say he's a powerful subspecies of demon or elf. We aren't sure of just when he was born, if he was even born at all, and is he has any family connections.
What we do know is that he isn't one to be reckoned with.
He's tall, (obviously), his form is lanky and somewhat lean. His fingers are black, much like a druids. His four pointed canines make some people suspect that he's a vampire, though vampires never grow to be that tall. They also live in caves, staying in the shape of a gargoyle like creature instead of a human visage.
The crown atop his head, made of twisted blue wood, feels unbreakable. No one has seen him without it. At this point, people believe that it's melded to his head.
He's a mystery, in simple terms. His court, and really everyone, doesn't see much of him in his spare time. He's never taken a consort, male, female, all, nothing, unlike many other rulers. He gambles with criminals instead of locking them up. He's respected by the high council, (though chances are that respect is derived from fear. There are only two reasons why he hasn't taken a rightful spot on the major council. First being he has no discernible species, there isn't a way for him to be elected as a leader. The second?
He simply doesn't want to.
The extent of his power isn't known. That being said, he doesn't seem to be a threat. He doesn't go on campaigns, he doesn't yearn for ultimate power...his motives are clouded in mystery.

Personality
He's cunning. His silver tongue enables him to talk his way in or out of anything.
He doesn't chase power, though he's demonstrated an ability to lead and create with his restoration of the badlands. He isn't exactly evil, despite how he comes across. He simply does what he feels like when he feels like it, whether or not it hurts people.
He has a sense of humor, though his humor is rather dark and often centers around the death or harm of people around him. He doesn't understand the sentiment of people around him. He wears a smile more often than not, an unsettling politeness that screams "I could kill everyone in this room but I choose not to."
Despite all of his knowledge and power, he can be childish sometimes. He's undoubtedly the most human of the three evils.
