Claptrap is genuinely the embodiment of the entire Borderlands worldbuilding philosophy. Everything you need to know about how the world of the story works can be found in the lore of "that funny little robot."
In Borderlands 1, they're everywhere because they're incredibly versatile robots. There's no door they can't figure out how to open, no machine they can't figure out how to interface with. It's a massive problem when Hyperion tries to convert one into an assassin because when he went rogue, he had everything he needed to build an army and start a Robo-lution.
And yet their personalities made them so ANNOYING that Hyperion decided that having this incredibly valuable, versatile tech on the market was not worth it. They recalled and scrapped the ENTIRE product line. Didn't patch it to fix the issue. Didn't roll out Claptrap 2.0 as a replacement. They ENDED the product line, because enough people complained about their PERSONALITIES. Also yeah the new CEO had a personal grudge, but that is genuinely beside the point.
There is now only one left. He is the legal property of Lilith because when the original Vault Hunters removed his rogue assassin programming, they voided the warranty. I have to imagine he belongs to Lilith because Roland was likely the one who kept him, and when he died, I don't imagine Mordecai or Brick stepping up. As far as I can tell, Roland owning him is the only reason he escaped Handsome Jack's recall order.
He is, quite possibly, the single most valuable piece of technology in the six galaxies. The people in his life do the absolute bare minimum to keep him happy because even they can't stand to be around him for long. He has to pay mercenaries to hang out with him when he gets bored or lonely. And yet they DO take care of him. He's in rough shape by Borderlands 3, but still running, because the Crimson Raiders (or whatever form they take) literally could not replace him if anything happened. Because Hyperion decided they were too annoying to justify the existence of the technology.
