What if... Plutarch didn't make the clock arena to tell the tributes that their time is up, that their lives are over. What if it was made to tell Snow that his time is up, the time for revolution is now. That he will no longer be ruler or alive. That he has run out of time. And instead of the arena telling the revolution helping tributes 'your time is up'  it is telling them 'our time is now. Our time of being the under dogs and treated like crap is over'. Its pure genius. None of the tributes acted like they knew it was going to be a clock. Everyone (except Katniss) got right away what they had to do to help Katniss get out alive
