All sorts of interesting people like to visit the beach.
Noriaki was just swimming around, spotting someone over by the docks, just like the last time he was here. How interesting. He dove under the water and wandered over, hiding underneath the dock. His head peeked out of the water, peering up through the cracks in the wood. Eventually the fish found himself at the end of the dock, probably in perfect view now with that brightly glowing esca of his. He kind of forgot what he was doing and was watching a fish wander close to him.
