What's the origin of the Mudkip meme?

Uh, basically a 4chan post where some guy told some story about him messing with a mentally disabled person. The whole joke was basically at the expense of people with mental disabilities and it was really gross. 

You can see the actual post here

Apparently the phrase was used a little bit prior to that, by a fangroup for Mudkips on deviantART, but it became a meme because of the 4chan post. 

Unfortunately, a lot of memes have their origins in 4chan being shitty.
