RUSSIA HAS A COMPANY (Lin industries) WITH A 10 YEAR PLAN TO PUT A LUNAR BASE ON THE MOON. The project will cost 10 Billion and is almost decided if it should happen or not.
America has a company (Space Exploration/SpaceX) that has a 5 to 25 year plan to put not only a base, but a colony, a civilization on Mars. This project has no posted cost but will be above 16.5B.
