Duterte’s Con-com eyes three high courts under federalism

President Rodrigo Duterte’s Consultative Committee (Con-com) is proposing the creation of three high courts under a federal constitution.

If we would proceed to have a federal form of government and this proposal would be used as the sole guideline, we will have “three high courts” under a federal constitution -- Federal Supreme Court, Federal Constitutional Court, and Federal Administrative Court.
