Someone tried to convince me that the target of Thought Scour is also the same person who draws a card (after milling the top two cards). Can I get a confirmation that this is wrong?

The target of Thought Scour will put the top two cards of his or her library into his or her graveyard. Then the controller of Thought Scour (usually the person who cast it) will draw a card.

These are only the same person if Thought Scour targets the player who controls it. Otherwise, it would say “That player draws a card.”
