Mediocre white men get away with literally everything, including attempting to murder actual children. And every time the writers make a comment about him being a terrible person and continuing to be a terrible person, the fans are all “But mah precious bby! He deserves redemption! Abuse and stuff and stuff!” From the second Billy was announced as a character, he was described as an irredeemably terrible person. They said they created him to be like Henry in It, aka the embodiment of human evil within the story.
