First, Count One is the Armored Core that's piloted by someone known only as No. 1111. For mechas and piloted objects in general, their pilots are considered characters instead of the vehicle(?) itself, so I'm going to say that the Ryu Number being calculated here is of Count One's pilot. (Keep this in mind.)
Next, Leos Klein is fairly unambiguously present in Armored Core 2, but may be/likely is the protagonist of Armored Core: Master of Arena, as it is the game that precedes 2 and Klein's status of "Nine Breaker" dovetails nicely with Master of Arena's final boss being Nine-Ball Seraph. While this has never been explicitly confirmed, it seems as if it’s reached some kind of consensus, so...?
Then there’s the matter of Nine-Ball Seraph itself. Technically, its pilot in Master of Arena is named Hustler One, who turns out to be an AI. As established earlier, pilots of mechas get priority as characters, but if said pilot is an AI, is the AI a distinct character from the mecha itself? Should the AI be the character link, or is the mecha with the implicit understanding that it has no physical entity piloting it sufficient? I don’t know, there’s maybe even a decent case that it shouldn’t count, but I’m including the combo here. It’s a weird case.
(I may have said as much before, but my knowledge of Armored Core is extremely limited. It is entirely possible that anything I say with regard to the series is incorrect. Corrections are appreciated.)
