As the weather heats up, so does budget debate in Pennsylvania. In our second segment from our interview with Rep. Gene DiGirolamo, he discussed the Governor’s proposed cuts to county human services programs.
Governor Corbett’s budget proposed moving seven funded line items including mental health, intellectual disabilities, behavioral health services, drug and alcohol treatment and homeless assistance under one block grant. In exchange for the added flexibility that the block grant would provide, the total funding would be cut by 20 percent, or $168 million. He stated that these cuts would put anywhere from 4,000 to 10,000 state residents out of drug and alcohol treatment programs.
