A nation emptying its prisons, and sending the prisoners to a country they don’t like, or otherwise sending their criminal class to a country they don’t like, whether through physical force, or manipulation/coercion, is a fairly old form of covert warfare. Great Britain did it to the U.S. after they lost the Revolutionary War, something that what’s left of The Crown is still bitter over, along with coercing their European allies/slave states (Germany) to do the same. Russia likely recently did it to the United States within areas of Ukraine that they control or have influence over, along with many other instances that I can’t think of at the moment; with the main target of the majority of this type of covert warfare of course being the United States of America. Other countries have been exploiting our relatively lax immigration laws for centuries now.
