I've seen lots of people by now play with the idea of Caine coming back from deletion, but having his powers revoked, making him essentially the same as the players. But I think if that where to actually happen it would be a bad thing. It would be like declawing a cat, or clipping the feathers of a bird, taking away something important and natural to him for human convenience. We can hem and haw about what it means for Caine to be made with a purpose, and the ethics behind that, but the current fact is that creating adventures is important for him to do. I'd say it is, for lack of a better word, something instinctual. He would be incomplete if he wasn't able to do it.
And that's even if his powers *could* be removed. Conjuring seems to be an innate thing to the circus, it's just something that's natural for him to do. It might not be something that can be toggled on and off.
Which leads me to another thing. Could any npc, if they where aware of how conjuring worked, create things in the same way Caine does? It'd make a lot more sense why he doesn't want any intelligent ones lingering around.
