I feel P & G were both city born. Ghoul looks more city-like than Poison because he's been in the Zones for less time. He intentionally lost his city accent because he wants to destroy & forget his city identity (I've always thought Ghoul was an escaped SCARECROW who was originally sent after Poison and Kobra but decided to join their group). Poison, on the other hand, got his ass out of the city ASAP. The weird colorless conformity of the city bothered Poison so much he could barely sit still.
(Part 2) That's why he fled to the Zones at a young age— he NEEDED to escape the conformity, and the colorful styles of Zone life allowed him to do so. Poison threw himself into the Zone styles as soon as he got out there, but he held on to his city accent as a reminder of where he came from and why he left.
