HAS CAPTAIN AMERICA RETURNED ?

NEW YORK --- Last May an attack on the United Nations led to the expedited implementation of restrictions on superheroes and vigilantes, specifically the Avengers, known as the Sokovia Accords. The events following the signing can only be described as cataclysmic. After a fight between heroes, which leveled a German airport, five known Avengers disappeared from the public scene, including the former leader, Captain America --- Steve Rogers.
Today, a tank-like robot terrorized Columbus Circle during a busy afternoon. A total of 13 people were taken to local hospitals. None have been reported to have life-threatening injuries. NYPD claim, the situation could have been much worse had not Steve Rogers, former Captain America, stepped in.
Rogers was stripped of his title as Captain America after the events in Leipzig and his following disappearance. His refusal to sign the Accords split the superhero community. Many were led to believe Rogers had fled overseas to evade capture and court martial before information regarding the Raft prison was leaked to the public.
The Raft, an underwater maximum security prison, is operated by the United States government in neutral waters. After Leipzig, Wanda Maximoff, Sam Wilson, Scott Lang, and Clint Barton -- were taken into custody without processing. The leak revealed footage of Rogers breaking the four out of prison.
King T’Challa of Wakanda spoke out after the leak stating, "I will neither confirm nor deny any contact I have --or have not-- had with Captain Rogers. What I will say is this: the United States' flagrant disregard for the sanctity of International Waters has not gone unnoticed. And I would caution its newly-elected regime to tread lightly. The rest of the world is not beholden to its archaic practices."
Though the breakout happened shortly after the Leipzig fight, none of the former Avengers have been seen since --- Until today. This has many asking, is Steve Rogers back on American soil or did he ever leave?
Rogers’ involvement in the escape of the international terrorist known as the Winter Soldier and refusal to sign the Sokovia Accords has others doubting his re-appearance on US soil as a good omen.
Secretary of State Thaddeus Ross was unmoved by today’s heroics and issued a statement demanding Rogers’ arrest.
