Shale was most definitely used for practice when Cullen was young and attempting to train as a boy.
Shale was most definitely also used for other playings, being excellent for climbing on. A great deal of footholds.
Seeing the statue from his village at Kinloch Hold doesn’t help his assumption of the Warden being a trick in the slightest. And as soon as he realises it isn’t he simply... doesn’t think about it.
If Shale shows up in Inquisition and they strike up a slightly unusual friendship Cullen doesn’t really question it. He also provides Shale with gifts of rock polish and may, as the truly obscure friendship develop, offer to get the bits it can’t reach when they’re both up with nothing else to do during insomnia bouts.
Cullen would find the friendship strange but honestly can’t find the energy to do so. There are demons falling out of the sky. He can be friends with the statue from his village.
