So as it turns out, the game really doesn’t like you stacking regular dialogue boxes that have nothing to do with the option on top of option boxes. (Yes or Nos, Burgers or Fries, etc.) This affects Toriel’s dialogue, too, by the way.
I just happened to come upon this realization here.
(Stacking normal dialogue boxes just results in them either being displayed at once or on top of each other. It doesn’t lead to... this monstrosity.)

The first two were in Toriel’s voice.
Snowdrake couldn't wait for this cutscene to be done. He just HAD to butt in with his puns. "OH MY GOD, SANS. IS THAT... SNOWDRAKE?" Uncovered by accident during a stream while testing the walking through walls debug code during some cutscenes.
He's screaming in pain. This happens because Flowey's response is based on whether you kill or spare Toriel. Since I didn't do either, Flowey isn't sure what dialogue to give me - thus, just spitting out an error. Debug is very fun to play with.
