On December 9, 1902, Germany, Britain, and Italy imposed a naval blockade on Venezuela to force repayment of foreign debts and claims. European warships seized Venezuelan vessels, enforced port closures, and applied sustained military pressure along the Caribbean coast, particularly at La Guaira and Puerto Cabello. The blockade escalated international tensions and prompted diplomatic intervention by the United States, eventually leading to arbitration in 1903 under the Roosevelt Corollary to the Monroe Doctrine. While the action involved armed coercion and naval force, large-scale civilian casualties were not documented in contemporary accounts.
