Cultural appropriation has been, until recently, a *neutral* phrase used in anthropology to describe a natural process whereby cultural practices are transferred from one culture and integrated into another. It is completely normal and healthy for people to be inspired and reproduce what they see another group of people doing.
Things that may be a problem could be: Claiming authenticity when modifying, not fully understanding, not having enough experience, etc.
Doing a practice solely for the purpose of profit or a gimmick while ignoring tradition or having an inability to grasp the meaning of the practice.
Generally speaking, people shouting "cultural appropriation! Not ok!" Just seem to enjoy finding things wrong with everyone else around them. Here in the US, people often forget that our country is known as "the great melting pot" and whatever "culture" we have is appropriated from elsewhere.
