Well, Ace isn't the only one who had the Lust serum, he just has a much larger dose than the rest of the Underground, so it leaves him in a similar condition to those from the original Underlust. Everyone else is pretty much given it as a reasonable level where they can operate more functionally, since the magic levels were drastically deceased due to the barrier.
