Hugh Padgham was a name during the 80's. He meant a certain set of sonic signifier that caused many of his clients to fit in with the times in a commercial manner. Of course, he also produced the worst Bowie album of the period. Mind you, I don't think that's Padgham's fault, Bowie really struggled with Tonight, since the latter followed his juggernaut. Additionally, I can tell what he intended to achieve – he wished to do a leaner version of Let's Dance, yet something went terribly wrong. I think a couple of commenters on my favourite blog about Bowie proposed an interesting theory – Bowie's best songs from the mid 80's on could form an intriguing LP, yet his filler during the period always diluted these tunes' impact.
