Izuku can love and care for Ochako, can understand her trauma better than anyone else, without being in love with her. Izuku can want to reconnect with her and want to build their friendship back up after years of quiet distance, without being in love with her. He can show genuine care and affection for her, genuine love, without being in love with her.
There is nothing in canon or post-canon that says he loves her romantically. There is nothing in canon or post-canon that sinks bkdk. Izuku loves Ochako. But I do not see a single thing proving he loves her romantically
