Toa is the wandering sort, merely prowling about looking for the next hunt to get stronger in the unfortunate digital world they live in.

By all rights, they should have digivolved by now, but a fear of losing themselves keeps them stuck in this champion state. Because of this, they suffer from overflowing, causing data to seep out their scar or moments when they must violently purge the bloat data out of themselves.
