Havoc is the son of Discord and Lork Tirek and the step-son of Pinkie Pie, and was conceived around the time Tirek tried to conquer Equestria as he wanted a to have an heir (In my headcanon, full-blooded draconequui are able to become pregnant by or impregnate a partner regardless of gender). About a month after Tirek's defeat, Discord discovered that he was carrying his child and managed to keep his condition hidden from everypony else for as long as possible, but when he couldn't hide it any longer, he retreated to his home in Chaosville and had his little hybrid cub in secret. While initially uncertain on what to do, Discord end up loving his son right from the start and decided to keep him, naming him Havoc.
When Discord eventually decided to reveal his child's existence, there was a bit of uproar over the news of a magic-stealing creature who almost took over Equestria having a child, and it was decided on what would be done with him. The Princesses knew that it would be cruel to destroy Havoc since he was just an innocent baby who didn't even ask to be born, but there was still the possibly that he could become a creature of darkness later on. Ultimately, it was decided that Discord would be allowed to keep him as long as he raised him to be good. He later gets help with raising Havoc when he ends up marrying Pinkie Pie a couple years later.
Fortunately, Havoc shows zero signs of turning out to be like his sire, Tirek. Despite his frightening appearance, he's actually very timid and gentle as a lamb, preferring to keep to himself most of the time. He's very close with his step-mom Pinkie, who loves him like an actual son, and instantly fell in love with his three little half-sisters when they randomly popped into existence, and acts very protective of them despite his timid nature. Havoc did inherit his sire's ability to absorb magic from ponies, but he refuses to use it. He's heard frightening things about Tirek, and the thing that he's most afraid of is becoming just like him.
