in Halloween, II, and 4-6, Dr Loomis is hunting Michael Myers and every time Michael has the chance to kill him, he restrains himself. Why? Let's explain.
Short answer.
Some say it's a matter of respect, Loomis understands him and treats him as a threat - understanding Michael.
Others suggest it's Michael screwing with Loomis, making him feel powerless to stop the Carnage Michael unleashes on the town. Making Loomis watch, helpless to stop anything might be a weird sign of Michael's personality, maybe he finds it humorous or maybe he just enjoys torturing him that way.
My theory.
This is a game to Michael. He likes to torture the good doctor because he knows the pain and horror he unleashes on Haddonfield will eat away at Loomis. It's a twisted game of cat and mouse. He keeps Loomis alive, to torture him and make him feel guilty about all that's going down, all the killings tracks back to everybody blaming Loomis about not keeping him locked away, even though it's not Loomis' fault and more so Smith's Grove's incompetence. Michael gets some sick and twisted pleasure of keeping Loomis alive while he sees the chaos and slowly but surely, he turns Loomis batshit insane and it's the most miserable thing he can do to the one person hunting him down while making him feel guilty and insane about the whole thing.
In universe reasoning.
Throughout the original timeline, Michael has shown an unusual amount of restraint when it comes to his encounters with Loomis. He frequently restrains and non-lethally wounds Loomis
in his pursuit of others. This could be due to Loomis
spending many years with Michael, to the point where Michael has some lingering humanity for him. The novelization of the original film heavily emphasized Michael's respect for Loomis
as an authority figure and a worthy opponent, a relationship that plays out throughout Michael's stay in Smith's Grove.
In the tie-in comics set in the H20 Timeline, Michael's restraint seems to have a more devious reasoning behind it, with the kill
er seemingly and deliberately goading and provoking Loomis, giving him the idea that no matter what Loomis does, he is ultimately powerless against Michael's machinations. Loomis even says this in the comic.
"No, you won't kill me, Michael. At least not yet. Not while you're having so much fun tormenting me."
In early 1995, Dr. Loomis suffers a heart attack and is hospitalized. At the hospital, Loomis awakes in the middle of the night to find Michael standing over him. When asked why he has come, Michael presents the doctor with a plastic bag containing a severed hand and blood-stained photographs from Loomis' past. Loomis looks up in horror to see his old friend Elizabeth Worthington tied to a chair in front of him, beaten and gagged. He attempts to stop Michael, but is knocked to the floor and forced to watch as Michael removes Elizabeth's eyeball with his knife. Hysterical, Loomis mocks Myers, claiming that his eternal mission to relive Judith's murder was futile since his only other sister had perished in a car crash. Michael leaves the room, and, as Loomis unties his former love, he finds the words "Keri Tate" carved onto her back. Before he dies of coronary failure, Loomis realizes that Michael knows — and has always known — that Laurie Strode is still alive.
