If there are two children on a playground, and one child says something horrible to the other child, then repeats it over and over and over again, until the other child gets angry, cries, or has some other emotional reaction. Upon this reaction, the first child makes fun of the other child for reacting. If the second child says they don't like it, please stop, the first child says that if they don't want to be treated this way, they shouldn't react.
You'd call that bullying. It's a very common form of bullying actually. Probably the most common.
Age the children up 10 years and that's called "rage baiting" and it's mostly socially acceptable. This leads me to believe that "ragebaiters" were bullies as small children and never unlearned those habits. In this essay I will--"
