If you notice his eyes are way more green, while the others are yellow. In cats, green eyes have less melanin then yellow eyes (since their base color is blue, and melanin makes their eyes yellow. Green is an intermediate color between them)
Also it's possible jikochuus are made to see in the dark, in the novel they can't see Cuore (Jonathan's blue bird) because the sky is too bright for them, their hideout is also dim, and when they start to conquer a world the sky gets dark.... Cats eyes vary in colors from blue to orange (it's not comum but it's the fartherst than can get) because they are night animals and don't need a extra melanin layer to protect from the light, this might be the case whit jikochuus as well.
And if i'm not mistaken, every scene where Bel take off his glasses is also dimly lit.
