((Hi there~ Hmm, this is indeed hard to pick, because both characters have a lot of room to explore, and the lore behind them would be interesting too. Why not do both? Very helpful I know LOL You can try both of them and see which one you like better? If you do a White Whistle from before Ozen’s time, maybe they can be Ozen’s mentor’s colleague!

((I guess the only thing to consider for the White Whistle would be how they’d come back if they’d already gone on their Last Dive. And if they hadn’t gone on their Last Dive, how they managed to avoid detection for so long with at least four White Whistles canonically confirmed as having made a home in the Abyss at one point in time. I guess the vastness of the Abyss would be reason enough, but it’d be more interesting for there to be other reasons too.
