I understand that it comes across as a joke that Max used English not being his native language as an excuse for why he said fuck, but for context: "fuck" (as an English loan word) is a pretty mild swear in Dutch and is absolutely something you can say on national television here without being censored or bleeped (even government-subsidied talk shows and the like).
Max isn't just making an excuse, it absolutely makes sense that he doesn't see it as a serious word but rather as one that you can just toss into a sentence for emphasis. (And he should be allowed to, in my opinion ¯\_(ツ)_/¯)
